I know there is still money in there. Why can’t I file a 2022 claim I just got the bill and paid it?

The IRS requires FSA and HRA plans to base reimbursement eligibility on the date the expense is incurred (when the service that the expense is for was provided) as opposed to when you actually pay for the service.  This is a rule that Admin America and your employer are required to follow.

If you incurred a claim during 2022 and you were in a 2022 calendar year FSA or HRA that still has funds in it, you can submit that claim for reimbursement.

If you paid for a claim this year for services incurred during 2022, you can't be reimbursed from your 2023 calendar year plan.

If you plan is non-calendar year, the specific months of your plan year and the timing of the service provide will dictate which plan year the expense may be reimbursed from.
